Federal Migratory Bird Hunting and Conservation Stamps (Duck Stamps) have played a critical role in improving public access to and advancing wetlands conservation nationwide. Hunters, conservationists, photographers, and outdoor enthusiasts buy these stamps not just to hunt, but as valuable and collectable pieces of art. It's one of the easiest ways that every person can support habitat conservation, and many states have offered their constituents opportunities to purchase Duck Stamps through their online licensing system for years. Sales of more than 1.1 million E-Stamps in 2025 alone demonstrate strong public demand for this service.
Electronic purchases of the Federal Duck Stamp (E-Stamp) allow customers the ability to purchase a Federal Duck Stamp 24/7 from the convenience of their electronic devices. Anyone, anywhere, can purchase an E-Stamp from any of the 30 enrolled states (see list of states below) and through Amplex at duckstamp.com. Customers pay a federal convenience fee to purchase E-Stamps and all physical stamps are distributed to the customer by the Service’s Duck Stamp distributor at the end of the migratory bird hunting season. The Service is not responsible for additional service fees imposed by the state but does request that states provide transparency for any additional fees they charge their customers.
However, the E-Stamp Program was greatly modified by the Duck Stamp Modernization Act of 2023. Since its passage we have been working with states to sell E-Stamps under temporary authorization. Our Solicitors have requested formal updates to each Memorandum of Understanding (MOU) issued to participating states.
For Those States Already Enrolled in the E-Stamp Program
If you are one of the 30 states already enrolled (full list is below) in the E-Stamp Program, you are not required to submit a new application, as we have a simplified process. This process includes acknowledgement of the mandatory provisions clearly identified in the MOU, which serves as a binding agreement between the state and the Service. All provisions must be met to maintain compliance. Under this streamlined approach:
- States are required to sign an updated MOU and provide a transmittal letter on official state letterhead.
- If a state does not currently meet required statutory provisions, the Service will need to work with the state to make necessary adjustments before finalizing the MOU.

For Those States New to the E-Stamp Program
To apply for participation in the Federal E-Stamp Program, please assemble and submit the following materials:
- Updated E-Stamp Program Application Form
Please download the application form and complete it. - State Implementation Plan
Describe processes for electronic issuance, customer notifications, data security, reporting, and physical stamp fulfillment. - Point-of-Sale and Licensing System Information
Include any changes or upgrades made since your previous application. - Primary and Secondary Program Contacts
Provide contact information for personnel responsible for program oversight and daily operations as well as financial and IT contacts. - Confirmation of Financial and Reporting Readiness
Verify your ability to meet updated annual reporting, monthly payment, and weekly data submission requirements. - Letter of Transmittal signed by Director of State Wildlife Agency
Submit your application with an official letter of transmittal signed by the Director of your state wildlife agency.
Please submit your completed application and requested supplemental materials, including an example of customers’ E-Stamp purchase certification and Director signed transmittal letter by March 31, 2026. States that do not apply by the deadline, or choose not to offer the Federal Duck Stamp through their online licensing systems, may continue to direct customers to purchase E-Stamps through Amplex (duckstamp.com) or obtain physical stamps from the U.S. Postal Service or other authorized consignees.

- After acceptance, receive a signed MOU from the Service
- State is set up with the distribution company for file transfer and billing
- State may begin selling Federal Duck Stamps through the E-Stamp program
