Commit [r131]  Maximize  Restore  History

Prefix logic now based on existence of plplot_libtool rather than

plplot-config (which is no longer part of PLplot-5.2.1). Note, only the
existence of the file is checked. It is not actually used for yplot at the
present time (although it might be later if cross-platform issues develop).
