Commit [r1701] Maximize Restore History

- Changed wide/narrow path handling in Boost.Locale on windows

not it uses Locale's encoding instead of UTF-8
- Compile with Boost.Thread only in case it really required:
* old boost version
* TLS is needed for ICU backend
