Commit [r1168] Maximize Restore History

- Fixed no-icu build

- Added suffix to booster library (when using non-icu build)
- Renamed option from USE_STD_LOCALES to DISABLE_ICU_LOCALIZATION that
is relevent for both cppcms and booster library
