decrease

Hello everybody.

I'm trying to translate one of the extras of The Secret DVD, the one with Bob Proctor. He says something like "and vibration, decrease the law of vibration that we literally live in an ocean of motion...".

The word I think he says is "decrease", but I'm not sure and, if it's so, I can't figure out the meaning here.

I'd be extremely happy if any of you could help me.

No tiene sentido, y creo que el hablante está un poco atontado y quiere decir "control," moviendose del negativo al positivo, pues, hablando vibramente.

I was confused. The word he says is "decrees". It makes more sense, doesn't it?
