Finish using PackStarApp instead of PackApp for MacOS

Get everything in the right place for release

Use "svn info" to see if it's a subversion directory, since .svn is now absent at lower levels

Remove two wish8.4-isms so it will still work with wish8.3

You can now specify a preference for filetypes for the file and open dialogs. Default is {{{All Files} *} {{Text Files} .txt} {{TclFiles} .tcl}}

same directory as the first file when looking for the second one. Will
still have to do something about when it's started with a double click.
