Update Windows icons to high-res for windows7. Update the starpack makers. One's for Windows and one's for MacOS,

Remove two wish8.4-isms so it will still work with wish8.3

You can now specify a preference for filetypes for the file and open dialogs. Default is {{{All Files} *} {{Text Files} .txt} {{TclFiles} .tcl}}

* Make opening file dialog know where it started from, and start in the
same directory as the first file when looking for the second one. Will
still have to do something about when it's started with a double click.
