Reverted a minor change I inadvertently committed by making my previous commit from too high in the tree

re-committing to make sure that the latest version of AbstractGlobalModel is included, since the junit file generated in the latest build is old

Restore runtime options and reimplement mutual exclusion to be more flexible (doesn't wuite work as one would expect, it's more of an all-to-one exclusion right now)

minor change to the scala junit template

made a few changes to the method, 'newTestCase': a) commented out all language-level related logic (which was in place for the sake of omitting import statements/public modifiers when elementary language levels are selected), b) changed the test template (which is generated when a user clicks the 'file->new junit test case' option) to scala, c) commented out the code in which setup/teardown methods are optionally inserted into the test template
