PLT Utilities: Moved "unwrap" methods in Option class from static methods to instance methods. This is a major backwards-incompatible change for clients using the previous Option library design -- but the necessary refactoring when upgrading is simple.

PLT Utilities: Added a filename (rather than File) constructor for FileLog. Fixed ContinuationTest to eliminate platform-specific stack size dependency.

When manually opening an excluded file, now removes it from the list of excluded files

Had to remove alwaysOnTop() because it is not Java 1.4-compatible.

This commit addresses two bug reports:
[ 1955683 ] Go To File causes OutOfMemoryError
[ 1954828 ] DIalogs flicker if two on screen

Added help to "Insert Variable" dialog, and fixed
[ 1955654 ] "Increase Maximum Heap Size?" dialog at inappropriate time

Added 'xml.in' and 'xml.out.action' properties for External Proceses; added help for all properties, but help is not yet displayed.

Project root had to be made canonical.
