JavaLangLevels: Performance improvement integrating updated PathClassLoader

PLT Utilities: Big performance improvement in PathClassLoader; implemented some static resource-finding methods

Converted Log.java and LogTest.java to treat Date objects more robustly across various platforms and locales.

Eliminated the use of the null value to represent the non-existent file wherever possible. Made the Log format and LogTest more robust and platform and locale independent. Many files were modified.

Added enhanced external process capabilities.
Still to do:
Syntax coloring not quite right.
Escaping of % not right.
Color change listeners missing.
Cannot access DrJava data, only Java properties.

Removes the "Run" option if only source is put in a jar.

Updated javalanglevels to support a classpath parameter and eliminate dependencies on BCEL; fixed call site to pass in a class path.

PLT Utilities: Implemented IOUtil.toByteArray(File)
