Nisar Khan 3d748c46d0 [tox] Pin tox and virtualenv versions 
Latest virtualenv bundles setuptools 82.0.0, which removed the
pkg_resources module source. Pin virtualenv to <20.37.0 to avoid pulling setuptools 82. Also pin tox to <4.44.0 to avoid issues related to missing packaging.pylock in the current environment.
