Removes old cliutils.py file that contains methods provided by osc_lib
and remove prettytable dependency that was only required by cliutils.py

This creates a dedicated doc/requirements.txt for doc-only
dependencies like sphinx packages so we can decouple those
from the test-requirements.txt.
As a result, the missing oslo.serialization runtime dependency
is added (I used the same version that python-novaclient uses).
Due to change If558f184c959e4b63b56dec3ca1571d1034cfe5c in the
openstack/requirements repo, in order to pass the
requirements-check job we have to specify both the py27 and py3
versions for sphinx.

According to Openstack summit session [1],
stestr is maintained project to which all Openstack projects should migrate.
Let's switch to stestr as other projects have already moved to it.

of keystoneclient in favor of keystoneauth.

In order to accept the requirements contract defined in
openstack/requirements, we need to sync with the master branch of that
project's global-requirements.txt and test-requirements.txt files.
Most of the changes are just version changes and nothing major. The
only major changes are:
1) Removing httpretty and therefore needing to update the test_shell.py
file which uses httpretty. It seems like the code that was dependent on
httpretty is not even being ran as part of the UTs, so this code was
removed.
2) The twine dependency is removed, and therefore the pypi tox
environment was also removed.

argparse was external in python 2.6 but not anymore, remove it from
requirements.
This should help with pip 8.0 that gets confused in this situation.
Installation of the external argparse is not needed.
