Brian Haley 0db10b7fb0 Use project_id key in neutron API calls 
Start using project_id key in neutron API calls, fix
tests accordingly.

Also had to set flake8-import-order version to newer
than 0.19.0 to fix an issue with python setuptools
removing pkg_resources.
